the FIRST priority in a catastrophe is to help people..EVERY "program" has fraud, but the LION'S share of fraud goes to the people administering it.. They always seem to dole out cash to their rich friends..

A displaced person in a shelter is not likely to be commiting fraud...

Republicans always think of the cash ...first and always.. because they do not believe in sharing.
