Saying "I will take responsibility" IS NOT THE SAME AS ACTUALLY TAKING RESPONSIBILITY, especially when qualified with "to the extent that the federal government is to blame". The time to truly "take responsibility" for FEMA was FIVE YEARS AGO. He missed his chance, twice, in a big way, and the responsible action now is for him and his entire administration to get the hell out of DC.
