"diminished responsibility." - Bush and acceptance - Chris Floyd
It is simply not true that Bush has "accepted responsibility for government failures" in dealing with Hurricane Katrina. Instead, what he did was execute the patented Nixonian maneuver known as the "limited modified hang-out" -- i.e., weasel-wording your way past scandalous charges. What Bush actually said was: "To the extent the federal government didn't fully do its job right, I take responsibility." As he has already declared that even fired FEMA chief Michael Brown did "a heck of a job" in the rescue effort -- while having his minions blame state and local governments for every catastrophic breakdown -- it's clear that Bush doesn't believe the extent of federal failure is very great at all. Thus once again, as in his drunk driving days of yore, Bush is operating in a condition of "diminished responsibility."

it's his "exit plan" -- gives the first impression of admitting to a "mistake" while leaving it wide open to blame everyone else
