All of the Federal Agencies could have functioned perfectly and Bush* stil
failed as a Leader. He showed total disregard for the lives and property of his fellow Americans. A true leader would have cut his vacation short upon word the hurricane would strike and it was rated as a severe hurricane. Any leader would have known there would be disaster and no matter how much confidence he had in his agencies he would want to be on hand personally to take charge if things failed to function properly. It is his total lack of concern as to continue with his vacation and "fund raising" that cuts to the bone. That is how Bush* proved himself a failed leader. That can not be erased by an investigation. He literally fiddled while America was devastated, and there is no covering up that fact and all Americans are aware of it.
