It will make your load easier to carry. So when those responsible say the fault lies at the local, state, and federal levels, no one person is responsible. It is easy to accept "responsibility" under those conditions. Just as it made it easier for Bush, it makes it easier for Blanco and Nagin, as well. But with the dilution of responsibility, no one person is held responsible, except for Brownie. That's it.
