Cut Iraq War funding without hurting troops |

The way to do this is to leave troop funding untouched, but go after economic base of war:
Congress should demand that all rebuilding contracts be given to Iraqis by the Iraqi government. Previous contracts are null and void, except for actual work done (which aint much)
No contractor shall be involved in armed conflict, interrogating prisoners, or any function dealing with foreign nationals normally performed by the uniformed military or intelligence services. Contractors involved in torture or other abuse of Iraqis will be turned over to Iraqi authorities, and members of the uniformed military who witnessed their crimes will be free to testify against them (this removes some of the stink of Abu Ghraib from our troops and moves it closer to where it belongs).
All economic policies imposed by the CPA and provisional government are null and void, especially concerning oil, and the Iraqis are free to decide what to do on these issues without coercion now, and will be free to change any of them once American troops leave.
American troops will withdraw from all urban areas and cease offensive operations pending withdrawal.
No permanent bases will be negotiated until all American troops have withdrawn.

Then fire Halliburton, Bechtel et al and give the work to Iraqi Contractors. Also, prosecute them for corruption and fine them.
Find the $9 billion in Iraq Oil Revenues 'lost' by Bremer, and give it the Iraqis. Why has this not been investigated, btw?
Cancel the building of military bases, and the enormous Embassy there.
Since the troops get so little of the funds anyway, if we cut all funds for Iraq except theirs, the rest can be spent here.
This administration said that Iraq's oil revenues would pay for reconstruction, so why are the American people paying for it? Who's stealing the money?
