Bush sounds like he is trying to channel FDR or LBJ
he is practically on his knees grovelling for poll numbers

everything he has said is practically a repudiation of GOP dogma---federal spending, federal control, race and poverty, weak federal response, public housing, expanding government assistance like healthcare, unemployment

I don't believe he is really being honest, but it does look like he is going to give out massive amounts of money to aid refugees, if only to boost his weak poll numbers
