Lottery, federal land... sounds like a GIANT land grab to relocate those folks out of NO so the 'shacks' can be bulldozed to make room for some nice over priced townhomes. Show me the money..

Declare the eastern parishes 'blighted', plow them under, build shopping malls and cookie-cutter suburban homes, then to keep the poor people who can't afford to come back quiet offer a 'homestead' outside of the city. Got to keep them fairly close so they can take those fabby minimum-wage jobs Bush created by destroying Davis-Bacon.
That's the real intent behind his freebie - it has nothing to do with being generous.
