2. Truly
Consider this. In all the recent polls, GeeDub is tanking, hard -- economy, foreign policy, direction of the country, Iraq, domestic security, etc. There's one issue though, where the country is evenly divided. His response to Katrina. So, what does he do but propose a decidedly un-Republican mountain of federal projects and largesse tied to the one matter where he isn't in dire peril. He's selling out his constituency to buy time for himself and Darth Crashcart.

4. It isn't time he is buying
He is setting up the profiteering from disaster that is so commonplace among Republicans. Every Company that gets handed rebuilding contracts will be a Republican company that will kickback all extra profits made by not having to pay Prevailing wage to the GOP. It is just more War Profiteering without the war. I guess we are going to have to call them disaster Profiteers from now on. War is a disaster after all. Nobody should be at all surprized by this large raid into the US Treasury. They haven't quite emptied it yet.

5. Sure, I agree
But he has 3 years to run out. His ability to distribute the schwag will be blunted if he doesn't remain at least a marginally "popular" president. He's also buying time.

3. I see profits, profits, stretching far beyond the horizon
The rebuilding of New Orleans will become the centerpiece of the ideology that free enterprise is better than government. There are literally hundreds of billions of dollars to be made.
