Federal assistance rebuilding NO is a contradiction.

It seems to me that Bush is making a $200 billion admission of guilt.

How can it be that the federal government is responsible for $200 billion in clean-up but it is not responsible for the few billion it would have taken to prevent the catastrophe or mitigate it once it occurred?
