Not all letters are used.
Phillippe doesn't look like he will do much; Rita could hit Texas, though it's really too early for accurate projections.

the whole pt of a name was something quick & easy to communicate over the radio
who would even know how to pronounce that?
you need 6 starter names beginning w. the letter in question, then you need to have enough back-up names so that when names get retired they can be replaced
i doubt there are that many fast, easy to be pronounced Q names
