Recommendations From Carter/Baker For Federal Election Reform

VARIOUS TOPICS
* Uniform standards statewide
* Voter databases interoperable across state lines
* Provisional ballots uniform statewide with poll workers fully trained
* Provisionals clearly marked/segregated and not counted til voters determined to be eligible
* Having phone line for determining ones registration status and where voting takes place
* Voter ID card

VOTING TECHNOLOGY
* Voter verifiable paper trail for audit
* States should determine beforehand which is ballot of record (electronic or paper)
* Audits- before, during and after election. Public observation

SECURITY FOR VOTING SYSTEMS
* Independent Testing Authorities should have responsibility for certifying security of source codes. A copy of source codes put in escrow for future review. Manufacturers unwilling to submit source codes for escrow prohibited

RE ENFRANCHISEMENT EX FELONS
*excluding capital offenders

VOTER/CIVIC EDUCATION
*states begin instruct high schoolers

POLL WORKER RECRUITMENT
*Pay scale higher to attract more technologically sophisticated workers
*Open jurisdictions to outside poll workers to ensure bipartisan workers cause some districts one party

*Networks give 5 minutes every night in month leading up to election for candidates' debate
*Free air time to candidates

NO MENTION OF INDEPENDENT FIRMS DOING EXIT POLLS TO GUARD AGAINST FRAUD!
