4. You're assuming that the last "screw-up" was unintentional.

How better to raise Bush's ratings & secure his grip on Pubbieland than to do it right for a hurricane in TX? It would "prove" that the state & local admins were at fault, for one thing.

10. I don't think it was intentional, just bad management, I don't think Bush

is even that stupid. There are plenty of areas in MS that are completely ignored even now, and have yet to receive any help from FEMA. FEMA has always been inept. The same thing happened during hurricane Andrew, it took 9 days before FEMA got it together. The difference was that there was no flooding problem. FEMA only ever improved during the last years under Clinton and Fema Dir. De Witt from 93 - 99.

16. Just seizing the opportunity.

I wear a lot of tinfoil, but still don't think they've got control of the weather. I think it went like this:

1)Katrina hits--great chance to eliminate the S. LA. poverty (and Democrat) problem. Maybe try a couple of social experiments that have bveen lying in the wings awaiting the right opportunity, such as a disaster or terrorist strike.

2)Another hurricane rolls in--great chance to cover up some stray tracks left over from Katrina, and to make a Puggy Gov of a very red state look good in contrast to LA officials.

The projected path looks very close to where Katrina hit Cat 3 status and turned north. If that happens again and it makes landfall within Katrina's strike zone, even Yoda couldn't fix that mess up in in short order, and I don't think FEMA and the Bush Admin are quite that swift in the department either.
