Why Didn't "Smart-One" Jeb Crow Shrub Alert Shrub to Katrina?

Since Shrub funneled all those billions to Jeb Crow Shrub's state in 2004 during the hurricane-and-ELECTION season (cough) --and Jeb Crow Shrub has SO much experience with voting--I mean, hurricanes:

Why wouldn't Jeb Crow Shrub's antennae go SPROINNNG! when Katrina passed on by and headed to NO? Jeb Crow Shrub DOES read the papers and watch t.v., or at least hasn't said he doesn't, so when Shrub was hiding from SHEEHAN, couldn't Jeb Crow Shrub call him and say, "I know it's not Election time right now, but...". Or what about Poppy? Or Old Barbara? Surely Shrub allows communications from these people. They have such a HISTORY of ignoring--I mean, of acknowledging catastrophes late--I mean, lately, uh...

A friend suggested that maybe the brothers don't get along. Jeb is considered the "smart" one. Sibling power struggle? Makes some sense.

6. the only thing i have read is that jeb said

that they don`t do the same thing in florida as they did in the Katerina storm area. he said something to the effect that florida has better planning and responds faster then the federal government comes in...but he`s laying low not to embarrass george and not to have anyone look at fema`s failures in his state.
