1. What else would they be? If they were "under cover"
they wouldn't have shot the Iraqi police. I have suspected the use of agent provocateurs for a long time, I wonder how wide spread it is.

2. Iraq is still under occupation
therefore the iraqi police force has no legitimacy to function, hence they have no jurisdiction to hold any one whether be British solders or Iraqi citizens

Then what are they?

American Police, British Police?

These two Brits WERE NOT IN UNIFORM!!

They were foreign enemy combatants in Iraq.

You cannot have it any way you want to interpret the situation.

4. you are asking very important questions
however Article 59 of Iraq's interim Constitution states that:

...."Iraqi forces will work in partnership with multinational forces under relevant Security Council resolutions, in order to maintain peace and security during the transitional period. Furthermore, Article 59 states that this arrangement should last until the ratification of a permanent constitution and the election of a new government"


This means, that the so called Iraqi police, or the current Iraqi government has no jurisdiction to detain, authorize, or create any laws.....therefore no authority what-so-ever.

LAW OF ADMINISTRATION FOR THE STATE OF IRAQ

This arrangement shall last until the ratification of a permanent constitution and the election of a new government pursuant to that new constitution.
