was not given orders to do anything before the storm hit.
Bush did not order in squat - FEMA did not order in squat - Homeland Security did not order in or pre-position squat.
So in answewr to your question, all the evidence I know of says the answer to your question is "NO".
So, is there anything that suggests to you that the answer is "yes:

but are Governors in charge of the National Guard there? Seems dumb if they are since your states don't appear to have a defense department.

but most of teh unis that you would call up were in IRAQ... and she could not call up the guard from any other state, for that she needed Fedearal Authority, hence the letter she sent to Bush days before the disaster asking for the area to become a fed dissster and for all resources of the Fed Government (which includes federalized guard units from OTHER states)
