They were just waiting for people they liked to help in a big showy way. And what better place the the president-select's home state?

9. How much effort are they putting into Katrina?
They take their time doing whatever they get around to doing with Katrina. People wouldn't notice the slow down if they dealt with Rita, and then came back.
