I could be wrong about this, but didn't terrorists hit other countries |

WAY before 9/11? None of them declared war. They cleaned up, went about their business understanding that it was no nation that did this. Terrorism happens when someone decides they have a grievance and commits murder against as many civilians as possible. The victims are always collateral, usually having absolutely nothing to do with the larger entity the act is intending to damage.
They are often involved in fundamental religion. Atrocities have been committed in the name of Catholicism, Islam, Judaism and probably countless more. Our own country has experienced Oklahoma City, Olympic bombings, abortion clinic bombings. This is why there should be a separation of Church and State. Government should in no way have the ability to repress free and decent belief in pursuit of life, liberty, and the pursuit of happiness.
Terrorism will happen. It will never go away so long as there are individual people who believe they are doing good by murdering in the name of a belief system. George Bush needs to stop spending money on the expensive War on Terror, and begin dealing with the natural terror that happens when human beings are neglected in time of need.
