Bush has to rescind the upper-class tax cuts |

while I think tax breaks for small businesses in the Gulf Area are a good idea to give a massive boost to hiring and allow the propreiters to rebuild damaged stores and stocks, overall there is no way to possibly pay for Katrina recovery and to repair the devestation that Rita is likely to cause without a tax hike.
The Feds also have to edit serious pork out of the budget, including the giant pork boondoggle highway bill and other completely pork driven projects. The defense budget has to be trimmed (it is the most wasteful part of the whole federal government according to the GAO).
Congress needs to only spend on nessecities for now. No more pet projects. And the IRS needs to aggressively take out tax shelters and collect back taxes from huge conglomerates who haven't been paying even the small amounts they owe. Loopholes that allow for the wealthiest to get away with paying only a small fraction of their share will have to be closed.
we are closing in on the debt ceiling limit of 8 trillion $. There is no choice other than this for Bush---

So when they get in, the people know what they voted for. But Democrats are a very cautious Party. They prefer to win without having to take a stand.
