Since Congress voted down investigating the Plame case, |

does that mean that nothing will happen to Rove? I thought the Justice Department was investigating, why was there a vote in Congress?

HRes 375 is a "Resolution of Inquiry". Being voted down doesn't prevent another being brought up later. But being voted down this time puts all the Repukes on record of impeding a resolution of inquiry. This can be used against them next year in November.
