Did you see bush's chin? signs of cocaine and/or amphetamine

I watched part of his address and saw his chin moving from left to right many times. Mostly while waiting for a question or between 2 sentences.
This is often a clear sign to know if a person is on cocaine and/or some kind of amphetamine.

Way back in 1988 I was using and I had to make an effort to control my chin. Some of my buddies were not as good as me to hide it when they were under the influence.

What's your take on this?
