I do know that most of the Red Cross shelters in the Houston area were too close to flood prone areas. Much of the emphasis in the Houston emergency management plan was cented around the Johnson space Center and its potential use as an emergency shelter. The folks at Red Cross were quite explicit about their involvement in sheltering when I spoke with them last in 2001.
