4. A few possibilities
He resigned and maybe his resignation date is off in the future - while he takes his paid leave. I am sure he would ant to keep his medical coverage until he finds a new job.

Also, Chertoff may want him to keep quiet. Being on the rolls, he would probably have to abide my some rules.

In the larger picture the question remains -- who are the genuine work horses, and which "leaders" are just a horse's ass?

I believe he is still pushing papers inside HS, but who knows what his position is really... Does it matter? He didn't do anything when he was in charge of FEMA - nothing changes now... He collects his big fat paycheck, doesn't do squat.

Hmm, unless he's the head of a calvary unit in FEMA! He could at least shoe some horses there...

11. He is supposed to testify at some upcoming hearings
on the events of Hurricane Corrina. Maybe if he is still on the payroll, there will be questions he "can not" answer because he is still an official employee??
