Ever since the reelection campaign ended, the President's supporters have worried that his top staff was worn out. It's a feeling Administration staffers have often concurred with. But White House insiders balk at calls for changes, claiming that the President knows exactly what his political situation is and has a long-term plan built on new initiatives that will drown out the critics next spring. "This will all change," said one insider.

Sources said that the frustration felt by conservatives was aired at yesterday's Grover Norquist gathering, the weekly off-the-record meeting of Administration and conservative players at Americans For Tax Reform. They said that some called on Administration officials to speak more clearly about how the President planned to cut spending to pay for Katrina or face disaster at the 2006 polls.

For any one who has seen him over the past six weeks, we all know bush is basically flying by the seat of the his well worn pants.

3. New initiatives- like RvW? Got that SUPREME justice of the UNITED STATEs
in place. Nothing like a little fetus to fire up the grand old base.
