The local government left it up to the local tax payers to decide in a vote to fix the levees. Which they voted not to. The local government that used their fed money to buy a casino and TWO private marinas. That is the #1 responsible party. Instead of pointing the finger at the President why don't you phone your Democratic leaders in Louisiana and ask them what they were doing. Oh that's right. I forgot they were on vacation also.
