I understand why Clinton had to rely on polls. They saved his ass when the house impeached him, so obviously, he respected them. But I really wish he would have made a stand against those who claimed he was wagging the dog when he went against bin Laden.

It was kind of interesting what he said about it. He figured that if he knew how the masses felt or thought about an issue he could make a more persuasive argument for his point of view. This process was what became refered to as the "spin machine" I think. Nothing at all like the bald face lies and propaganda that is the trademark of the current White House occupants.
And this might be just another excuse, but I don't think he was expecting Bush v Gore to ever happen. I think a lot would have been done differently if anybody knew this would happen, especially with bin Laden.

How about one who relies on both? Or Neither? Or one who relies on Polls and something else?

Polls are a way for us to tell the president how he (or she someday) is doing and lets them know if they are on the right track or wrong track and us to voice our opinion. Of course they have to be able to listen to us as well.
