I've heard these phrases far far too much over the last five or so years! I just heard gov. Perry use it again this morning on MTP. It's almost as if these people had this phrase preemptively at their disposal to guise their deliberate incompetence. Nah...

Well, I think these folks need to start envisioning/imagining a little better.
