used to do official counts and had a fairly objective methodology to do so. However, they stopped in the 1990s because wheveever they announced the result they were invariably assaulted from both sides, one for "overcounting" and the other for "undercounting".
Now, any "official" count is an estimate--usually provided by the rally's organizers. And, regardless of the cause, those estimates will tend to be on the optimistic side.
