3000 presidential appointees, who make most of on-the-ground decisions.
the junta was never afraid to take advantage of this fact, and use it to their greatest advantage, reflected thusly:
Sixty percent of Bush junta Inspector General positions were filled by patronage appointees, while only 20 percent had any accounting experience
those numbers were reversed under Clinton
these numbers were revealed in answer to Warren's typical Bush defense of a question, when he wondered whether it wasn't just more of the same thing that happened under WJC
they never mentioned what happened to the other 20 percent of the IG appointments
