In Manhattan, I see people sitting on the sidewalk who don't get arrested for it.

It was actually for "protesting without a permit" but they knew what they were doing would get them arrested. You aren't supposed to loiter outside of the Chimp's bubble for too long or you get carried away by men with UZIs.
