if they could locate the entire population into decent, affordable, subsidized housing that won't fall apart in ten years.

Kinda hard to install wetlands on concrete, though!

6. With the kind of money Bush is throwing out,
one could recreate the entire city stone for stone.

But I think the suspicion is that what would happen is that the poorer, blacker population would be moved and then forgotten.

5. Eh. It's much too early to make definitive statements, but
everything's on the table.

Right now, all one knows for sure is that a good chunk of New Orleans is still under sea level, and all of it under river level, and that it isn't MORE secure than it was a month ago.

Everything else is up in the air.

7. That city used to be above sea level but it sank
The neighborhoods were a bit above the river level when it was settled, but that soil with an organic peat content has settled--badly--ten or more feet. Since the sea level is rising and will continue to rise, some way must be found to put the people of New Orleans on high and safe ground.

(I can tell you feel safe, because you are Inland)

but I think although he was being a racist, yet instead he opens interesting possibilities. However, if the Disney-types get in there the poor are screwed.

10. Inland, and with reference to the inland seas, to boot.
The neighborhoods have sunk and will CONTINUE to sink. That too has to be considered in determining what can be made safe or high ground.

God knows there is enough landfill generated in these storms to put fifty feet on top of the ninth ward. But I bet it wouldn't be buildable or livable.

So everything has to be looked at. That's bad news for New Orleans, considering the low attention spans and low actual concern of the people in charge. Would you be surprised by a half assed, expensive, futile fix that people a century from now will put in the same category of fuckups as Iraq and the Katrina response?

By the way, while I don't have much fear of hurricanes, my community floods regularly. It's on the prairie, so an inch of rain means an inch of water on the flat, flat, flat ground. But it's a controlled flood: every park turns into a resevoir, all of the newer subdivisions have berms that keep water in, and when those are full, the streets flood, which is a pain but keeps the water in a place where it does the least damage. It's a good plan, and looks scary as hell on TV while preventing damage.
