According to them, you can't do it before an election, because that's mudracking; you can't do it AFTER the election, because that's sour grapes; you can't do it after they create a disaster because that's Monday morning quarter-backing; and you absolutely CAN'T do it once they declare a war.

I'm honored that you even considered me, but I don't have the necessary background to run such an agency. You need a person who is well versed in the job FEMA does. I am not, I have only run a horse organization which is quite different from FEMA. So, Mr. President, thank you, but no thanks!"

It's SOP for any mission. Everyone gets together and looks at what was planned to happened, what actually happened, and what can be done to make it better next time. That's done even when the overall mission went well. It's that word the Bushies hate: "accountability"
