He's soooooo far out of his depth in any respect that he has to latch onto the totally trivial, correcting Congressman Taylor (D-MS) who misspoke calling it the "Federal Emergency Management Association" instead of the "Federal Emergency Management Agency". It's wholly indicative of Brown's complete, abysmal lack of competence that he seized on such a trivial point -- when he has a 'pResident' who can't achieve punctuation without foot-in-mouth disease. Unfuckingreal!

to do....coordinate/direct other Fed agencies/resources and coordinate/work with the locals. Proactively, not just reactively.
Additionally, under BushInc, they cut FEMA's authority to get things done vis a vis other Fed agencies. Previously (under Clinton) it was proactive, not just reactive. Additionally, the mindset of the Bush appointees inhibits FEMA's effectiveness. Not to mention sheer incompetence. BushInc's been destroying FEMA and when the results are apparent they blame the locals. Ignoring what FEMA's mission is supposed to be in emergencies.
Given its performance in an anticipated natural disaster, what the hell would they do in the case of an unanticipated terror attack of any magnitude? Which is supposedly BushInc's and DHS's focus? Completely fucked.
