First, those 500 competent staffers were deliberately driven out.

Second, it's now clear that Homeland Security shouldn't be allowed to touch FEMA appropriations. Would it be rude to ask where the money DID go? Should I direct the question to Halliburton? Bechtel? Blackwater?
