rita is nothing that shouldn't have been planned for, as bartcop sez, you can look at a damn calendar, hurricane season is from june 1 to november 30 every yr, but dammit summer sneaks up on congress every gee-dee year!
it is true that something the size of katrina is a once in several generations event but i didn't see the economy going all that great beforehand & the huge rebuilding effort should actually stimulate the economy if we make sure the jobs & money go to usa citizens & residents
