Nancy Pelosi, at House Majority Leader's weekly press briefing. When asked to comment on the House Katrina "investigation". She reached for the Woodie Allen quote, and got quite close.

Thanks to google, the exact quote is:

Fielding Mellish (Bananas):

Isn't it refreshing to listen to a press conference where the speaker is A) coherent and B) quotes Fielding Melish?

You know he was given a course "F" because, during the final exam, he was caught cheating for looking into the soul of the boy next to him.
