in the "hollow military" years--test 'em all at boot camp, to make them think they mean business, and dump the samples without sending them to the lab...or send them in, get a percentage, and toss the results.

(I went through boot in 1984, and was a staff member at a boot from 1990 to 1993)

We tested EVERY recruit. The samples were sent in, and we would take all the positives, pull the kid aside, and tell him "We caught you. You do anything else wrong, anything at all, and we'll boot you out with nothing, because we already caught you once. Give us a excuse."
And then the kid was sent back to his unit.

In the Hollow Military years, it was similar, only if they did not have the dough to do the samples, they skipped it. By the time you were in the instructor phase, there was plenty of money for drug testing. Your era was the point where they started getting serious about it, and it peaked in the late 90s.

I get the sense they are sliding back. I know damn well that kids are buying chunks of Afghani Red and Gold from the janitors inside the Green Zone, and if they are popping pos, nothing much is happening to them, beyond an ART15/CAPTMast (if that!)...suspended bust, a little forfeiture, a bit of extra duty/restriction...go and sin no more. Like that works when you could be dead tomorrow!

Hell, there is ratty MJ (not terribly potent, but when it is free, you can smoke the entire damn bush and get your results) growing all over that region, they use it as a decorative plant, fachrissake. I actually banked at a location that had a hedge of the shit--no joke--and lived next to a family that had a bank of plants shaped rather like a pine XMAS tree, surrounded by a bed of flowers--purely decorative, mind you. The stuff grew in front of the police station, as well. They use it to make the tombac the old ladies smoke....

It ain't the crime over there that it is over here...but hell, get caught with some Johnnie Walker, and you could have trouble in some parts over that way...
