Constitutional Crisis? If * and Cheney are "unindicted co-conspirators"
but refuse to resign. And what if the House will not start the impeachment process. What would happen?

1. Then they serve out their terms.
Courts wouldn't require them to defend themselves against criminal charges until they leave office.

6. The government gridlock would force Republicans to demand resignations.
Else the Republicans would lose power in an unprecedented fashion. For their own self-interest they would be forced to begin impeachment hearings in a stalemate.

America can't have a President and Vice-President who are indicted for conspiracy awaiting leaving office to face trial. They'd have to go one way or the other.

This is Nixon Redux. And the 21st century equivalent of Barry Goldwater would have to make the trip to the White House to say, if you don't resign, you'll not only be impeached in the House, but convicted in the Senate.

our government has ceased to function...and that must be dealt with.
