Bush the decision-maker
Vice President Dick Cheney was assigned the task in 2000 to seek out a VP candidate but was later chosen as the candidate himself.

Supreme Court Justice nominee Harriet Miers was assigned the task of coordinating the search for nominees and even helped vet the nomination of John Roberts before later becoming a nominee herself.

Clearly this is a pattern. I imagine Bush as cranky child, sitting in an office with people briefing him on appointments. After fidgeting, nodding a lot, glancing at the papers in front of him to give the impression of reading, all to give the impression of giving a shit, he gets to his breaking point. All he wants is to end the conversation so he could go back to doing something he doesn't hate. Sure, some photo-ops can be fun, reading someone else's speeches is manageable but actual government work is just too boring and really over his head.

So he turns to the nice helpful person who seems to have a good handle of what the job involves and what makes a good candidate. Most of all they like George W Bush and for a narcissist that is all the credentials you need. But most importantly all he wants at the moment of decision is his personal need for release from this task. That is his priority and that is why he says, "I dunno Harriet. Why don't you just do it?" He knows that he is the President and he can say this, they have to accept it and he can then relax.

He's been dealing with Supreme Court nominees for 3 whole months now and he just wants it to be over. Is there any other explanation? What was the rush? Senator Specter, the Chair of the Judiciary Committee, a Republican mind you, specifically asked the President to wait because of the Roberts nomination and transition and yet his request was ignored.

It's either Bush's supreme laziness, not a surprise for Mr. Vacation, or they are in hurry for some other reason. Could it be the looming indictments? hmmmmmm
