1. Why hasn't the Red Cross kicked down the millions it collected

on behalf of the hurricane victims? Why all of these "cuts" before the Red Cross has financially assisted? Or...is the money earmarked for something else? Shrub appearing on the TV before the hurricane even hit instructing everyone to donate to the Red Cross has never sat well with me. There was something very wrong about that, IMO.
