I don't see the connection or the gain with stalling the Defense Bill

I have now read this article from CNN twice now.

Warner challenges Frist on stalled defense bill.

I am missing something whats in this bill that Chimpy doesn't want passed? That has to be the only reason Frist has stalled this.

put in there to stop the torture.

to pin it to another bill Bush wants past right which will force him to a Line Item veto?

said he would veto it if it came to him that way.
