2. Legal beagles -- can you indict a sitting president/vice president?
If not -- if you have to do the untidy impeachment thingy first, then that takes two off the top of the deck.

ARGARET WARNER: Independent Counsel Ken Starr is coming under fire again. The latest controversy was triggered by a story on the New York Times articlefront page of yesterday's New York Times. It reported that Starr is weighing the possibility of asking a federal grand jury to indict President Clinton while he's still in office. The article said that independent counsel has not reached a decision but that, "Starr has concluded that he has the constitutional authority to seek a grand jury indictment of president Clinton before he leaves the White House in January, 2001." The article cited as its sources several associates of Mr. Starr. The reaction from senators conducting the impeachment trial of Mr. Clinton was overwhelmingly negative.

14. Most of what I've read
would indicate that indictment is possible for the Vice-President but not the President. Here is one source.

13. I don't think all 12 have to be different people.
I hope Rove and Libby get canned with 2 or three each...and maybe some other staffers, such as Ari Fleischer. Any indictments of Bush or Cheney will not come in the first round, as that would be a political morass as of now.

Of course, this could just be a rumor.

15. Aaron Burr was indicted by two states while
vice president.
It is not really clear, though, whether impeachment is the proper means for dealing with a charge against a sitting Pres. or Veep or both.
Since the USSC ruled that the civil case against Clinton could proceed while he was in office, it is likely that the same would be true for a criminal matter.
It would be interesting to see what would happen if there were as many as 12 indictments against top officials. No business of the land would be likely to get done.
Can you imagine the media frenzy?

16. Wasn't Spiro Agnew indicted
for bribe-taking and kickbacks when he was Tricky Dick's VP? Can't remember if he was indicted before pleading no contest and resigning.
