If we have foiled 10 "terra" plots, shouldn't Bush shut up about it?

Doesn't just talking about what we know about the plans of terrorists give them useful information? For example, suppose they put out fake information on a plot and then we "foil" the plot and talk about foiling the plot. Would that not reveal useful intelligence to the terrorists about our sources?
