What exactly is the difference between yellow and orange fear?

What exactly is the difference between yellow and orange fear?
Last night, on Bill Maher there was a man who asked that question. I don't remember his name but that question resonates with me. What is the difference? Of course, the obvious answer is - there is no difference. Did anyone else see this? Have any thoughts to share?

seriously, the reason they can't go orange any more is because the state gov'ts are almost broke & can't afford the additional expense caused by "orange" alert

several state & local gov'ts filed complaints w. the feds for declaring orange alerts because of the v. high cost of compliance

we'll never be orange again

it's either yellow or we'll be actually being bombed, which is red

Wavelength fear difference is 25 to 35 nanometers.
Frequency fear difference is 20 to 30 terahertz.

I N T E R V A L S
wavelength frequency
orange ~ 590-625 nm ~ 510-480 THz
yellow ~ 565-590 nm ~ 530-510 THz

The difference between yellow (elevated) and orange (high) is the difference between a significant risk and a high risk.

Per Merriam-Webster:
Significant means meaningful.
High means elevated.

Therefore yellow means orange.

Elevated Condition (Yellow). An Elevated Condition is declared when there is a significant risk of terrorist attacks. In addition to the Protective Measures taken in the previous Threat Conditions, Federal departments and agencies should consider the following general measures in addition to the Protective Measures that they will develop and implement:
Increasing surveillance of critical locations;
Coordinating emergency plans as appropriate with nearby jurisdictions;
Assessing whether the precise characteristics of the threat require the further refinement of preplanned Protective Measures; and
Implementing, as appropriate, contingency and emergency response plans.

High Condition (Orange). A High Condition is declared when there is a high risk of terrorist attacks. In addition to the Protective Measures taken in the previous Threat Conditions, Federal departments and agencies should consider the following general measures in addition to the agency-specific Protective Measures that they will develop and implement:
Coordinating necessary security efforts with Federal, State, and local law enforcement agencies or any National Guard or other appropriate armed forces organizations;
Taking additional precautions at public events and possibly considering alternative venues or even cancellation;
Preparing to execute contingency procedures, such as moving to an alternate site or dispersing their workforce; and
Restricting threatened facility access to essential personnel only.

8. I know that colors are associated with heat yellow being cooler than
...orange which in turn is cooler than red, but then a blue flame is supposedly the hottest while I'm not sure if there is a green flame....I've also seen HOT PINK, but I guess no one over at Homeland Security wants to admit that such a color could serve as a danger alert!
