I think they screwed up the response on purpose for, as you put it, crowd control, but I think they had another motivational factor behind it too. I think administration is doing everything within its power to screw up, so they can privatize and militarize the responders. The last 2 issues (hurricanes& Avian Flu) * has been faced with he has suggested that if he could just use the military, and private industry everything would be fine.

bush's initial response to bird flu is call in the military. he's twisting arms to "make states give him power" to kill Posse Commitatus.

The bird-flu should solve that problem.....But what I want to know is how come they're willing to sacrifice the low wage asian workers they love so much. Maybe they figure they have too many of them already.
