If Cheney is found to have broken the law

4. He can be indicted, but weather or not the indictment is constitutional

has not been fully tested.

Nixon's V.P. was indicted. But because Nixon resigned, there was no challenge of the wrongdoing and the indictment stood.

This doesn't mean that the current admin could challenge an indictment of the V.P.
