It looks more like someone was working on code for modeling ragdoll physics of falling and interacting with solid bodies (which are apparently not acting realistically in that none of the energy of the impacts seems to be imparted to them). Someone developing a game algorithm, I'll bet, or at least learning to implement one. Nice sense of humor, putting that chimpanzee head on the ragdoll, LOL.
on edit-- Oh that is very nicely done-- notice that the mouse cursor doesn't just grab the center of mass-- you can snag him by the hand, or his foot, or better yet, by the head, which is great fun to bash into the spheres over and over again....
