What can be done if President is incompetent to perform his duties?
Let me explain my point.

I get the feeling that (vice) President Cheney has abandoned Bush. Even Alberto Gonzales fought the Meir's appointment, as did Cheney, so he may no longer be a supporter. Karl is out: You can tell by not only the Meir's appointment but the terrible "unscripted" talk with the troops fiasco. All of his props seem to be stepping away. William Kristol, David Frum, and the neo-cons are furious with Bush - and I think it's sincere. I really don't think that they understood that Bush BELIEVES he has earned his position in life.
It seems that Bush is asserting himself these days as the ACTUAL leader of our country and expects his base now to bow before him.

For those that believe that the RW screaming over the Meir's appointment is fake in order to trick the left, I say listen to their current talking points - they have in fact been spent hundreds of million of dollars over 20 years developing conservative legal minds that now have known legal track records. THIS WAS THEIR MOMENT. This was supposed to be when the trap springs and, through the supreme court, they wipe out the "New Deal". It would only tale overturning a few precedents and - BOOM - most progressive programs are gone, along with a lot of Congressional over-site.

Soooo.... If "W" is left to his own devices, I am sincerely afraid of what his leadership could bring. AND SO IS THE RIGHT WING!!

They realize now that he is not even capable of carrying out THEIR evil plans. MY GOD, HE'S JUST A FUCKING IDIOT WITH AN ENTITLEMENT CHIP ON HIS SHOULDER.

What does America do when it is confronted with a President who is intellectually INCAPABLE of running the country?

I don't think impeachment covers incompetence, but I could be wrong.

Can the Surgeon General, Like on Star Trek, just walk into the West Wing and put his hand on Bushes shoulder and say, "sorry, you're no longer capable of making rational decisions. You need to go home now".

and looking back over the pat five years - NOTHING.

I truly appreciate your post and the bottom line I get from your information is that conservatives are idiots and have the support to continue to be idiots. I humbly stand by to overcome the bad situation in America Today. Thanks for you insight.

Starting during the election cylce for 2000, I read PNAC's stuff, writings on the constitution in exile gang, Leo Strauss and his desciples(neocons) you could atleast see what they were trying to accompish, as evil as it was.

But my point now is that the White House is ship without a rudder(an evil rudder) floundering in waves. This guy is dangerous. I'm not sure you can point to Bush and really say he's about anything!?

5. Follow the 25th amendment in the constitution.
It lists the terms and conditions for succession of the president. It was ratified February 10, 1967.

and to encourage people to vote for progressive democratic canidates who will impeach Bush.

15. It takes 2/3 to impeach in the senate.
It's a multi-tiered strategy that needs to be deployed. The Congress has to have enough Dem senators/representatives to get through all the procedures via votes. Then there have to be a concerted public effort to convince enough elected republicans it is in their interest to vote for impeachment. Tough sledding ahead.

A democratic congress would put pResident in check, but not enough to impeach him unless the reamining credible republicans feel it is necessary. (The R culture of corruption could be tough to overcome.)

6. I have been wondering this myself
Bush has 2% of the support of African Americans, there are probably
more African Americans that say disco is not dead than support our
president, and his ratings among other segments of the population is
dismal, he's now clocking at 40% approval on a GOOD day. If Rove
and Libby are indicted and Cheny and Bush are unindicted co-conspirators, when do they have to step down. Can they just stumble
through the next 3 years like this.

The "religious right" hasn't called for his impeachment yet. For whatever reason all the politicians in the republican party cater to them even if they don't believe the bs privatley. And now apparently it appears as though Laura Bush is the one who suggested Miers who is her friend as well. So Bush listen's more to his wife which I think is probably seen as weak to them. He could've stud up and said "no" and nominated that Brown woman or something like that. They really wanted a "fight" and "debate" on the Roe V Wade ordeal and this is the time they've been waiting for for thirty something years. Their money and energy down the drain. They did believe that Bush was one of them and for the last five years he's pandered to them to get their vote and now he is basically slapping them in the face. I do agree that Cheney and his team are no longer backing Bush. Cheney's plans is what kept the Bush "presidency" going. Iraq and the so-called "war on terror" and 9/11. It is weird that Cheney and Gonzalez (Gonzalez!) are even turning away from Bush. Maybe Bush is going to be guilty and be the person brought down too with them and they want to get away from Bush because of the indictments. Gonzalez could always be brought back into another republican administration. 2006 is going to be great for us!

On July 25, President George W. Bush made a truly staggering statement to the press after a meeting with UN Secretary-General Kofi Annan:

“The fundamental question is, did Saddam Hussein have a weapons program? And the answer is, absolutely. And we gave him a chance to allow inspectors in, and he wouldn’t let them in. And therefore, after a reasonable request, we decided to remove him from power, along with other nations, so as to make sure he was not a threat to the United States and our friends and allies in the region.”

This statement is worth reading carefully. The president of the United States has stated, in a public forum, that he invaded Iraq because Saddam Hussein would not allow weapons inspectors back into his country. So far as I am aware, this statement has not been the subject of any serious critical analysis in the mainstream American media. I will therefore provide my own brief analysis. Assuming, as seems reasonable, that the president of the United States was neither drunk nor on LSD, there can be only two possible explanations for this statement:

Explanation 1: The president of the United States believed what he said. In this case, he is so dim-witted and/or totally divorced from reality as to be mentally unfit to hold his current job — or, indeed, any job — and should be taken into medical care.

Explanation 2: The president did not believe what he said but, rather, believes (unfortunately not without compelling post-Sept.11 evidence) that the vast majority of the American people are so dim-witted and/or uninformed and the vast majority of the American media is so sycophantic and/or terrified of being branded “unpatriotic” (or simply losing White House “access”) that he can now tell any lie, no matter how obvious and outrageous, and get away with it. In this case, he is morally unfit to hold his current job and should, by constitutional means, be forced to relinquish it as soon as possible.

14. A majority of the Cabinet can declare the President unfit to serve
Amendment 25

Section 4. Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principle officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.
