If the V.P. resigns or is otherwise removed from office - then the President proposes his replacement, with the approval of the Senate.
There is no specific need to have a V.P. all of the time, and for several periods of U.S. history the post has been vacant. Thus it would lay vacant until such time as the President nominated and the Senate approved the new chap.

Section 2 of the 25th Amendment
In case of the removal of the Vice President from office, or of his death or resignation, the President, within a period of thirty days thereafter, shall nominate a Vice President who shall take office upon confirmation by both Houses of Congress by a majority vote of those present and voting.
Sounds like all that's needed is a simple majority of the vote.

I went to law school. It was required reading.
Which reminds me of something. We had a visiting professor from Australia one semester. I got a chance to chat with him after he gave a talk. He mentioned that it was unusual for Americans to know their own Constitution and Amendments, and the Bill of Rights.

...which is something I really never thought of until now. Cheney resigns, they put in whoever they want their '08 candidate to be and then that person has the leg up of already being in office when the election rolls around.

Since Texans are out (unless they can somehow quickly claim another state ala Cheney) - that knocks out Goodhair and Cheney.
Maybe James Baker III? While he is aligned with Poppy - he is viewed as very loyal to all bushes.
Maybe Hastert? He has played ball and delivered for Bush - while maintaining a low profile so not likely to look more in control than bush.

One of the things that stands out now is that if anyone of the top three (Cheney, Rove, Libby) leaves, their place will be filled by someone the elder Bush selects. I am reminded of the movie, Braveheart, where the king of England, Edward Longshanks, becomes furious when his son proves incapable of handling a difficult challenge. There is a scene where his son's best friend and top advisor starts to give rather annoying "advice" to the father about how to handle the threat posed by William Wallace. Longshanks tosses the guy out of a window, to his death. I think Poppy is tossing some of the clowns out of this administration.
