Does anyone know the rules in this regard? Do target letters have to go out? Is there a specific time period before indictments are handed down?

1. The way I understand it, target letters are only required to be
sent to people who will be asked to testify.

5. That's the rumor, supposedly, but it's probably anyone's guess
I was kind of hoping target letters could tip us off if the rumor is true. :-)

10. Has the jury even had a chance to vote?
There are a lot of players and probably a lot of charges. And you can't vote on anything you weren't present to hear testimony on, so the roll call for that day has to be read first for each thing (count, charge, I dunno...just remembering what my grand jury experience was like). Takes time.

12. I think someone posted they meet on Wednesdays and Fridays
but I'm not sure about it.

One possibility is that there could be rolling indictments, not all in one day.

Hey, it could be Hannukah-fitz, rather than Fitz-mas - 7 days of indictments! :bounce:

14. Or the 12 Days of Fitzmas.
On the first day of Fitzmas, the GJ gave to me,

I. Libby on perjury.

On the second day of Fitzmas, the GJ gave to me,

Two White House aides, and I. Libby on perjury.

Feel free to complete this little list.

7. "Target Letters Terminology" - at TalkLeft

http://talkleft.com/new_archives/012634.html

excerpt:

Just so it's clear, a "target letter" is what the prosecutor provides to a witness who has been subpoenaed to testify before the grand jury. It is an advisement of rights, particularly the right to counsel and the right to not testify.

Once the investigation is complete and the grand jury has heard all the evidence and is about to return Indictments, target letters are no longer used. < Addition by LNILR: They are not re-issued everytime a witness/target comes in. Any competent defense lawyer has already met with the prosecutor to learn the client's status and role in the alleged offense under investigation. Target letters go out after the targets and subjects are identified by the prosecutor and investigators. The investigation may be years old before target letters go out. A "target letter" is just what it implies: You are likely going to be indicted, and you better act accordingly.>

Once an indictment is returned, the Prosecutor may notify the lawyer for the indicted person to make agreements on whether a summons will issue or arrest warrants, and, if it's going to be an arrest warrant, whether the person will be allowed to surrender at the courthouse or FBI office rather than be arrested at home or at work and bail amounts can be agreed upon. At this point, the case is past the "target letter" stage. The notification of indictment and arranging surrender can be formal (by letter) or by a telephone call.

Go to the link - they include a 'sample' target letter from the Dept of Justice.

============================================

Ain't that kinda like the news report when Rove testified last week where he was told "there's no guarantee you won't be indicted". A double negative. Last week that report really made me wonder. It sounded suspiciously like "You have the right to remain silent. If you do talk, what you say can and will be used against you in a court of law."

Maybe in some cases target letters have already gone out, but they flew under the radar. I doubt they're sent in big red envelopes labeled "target letter". I know with the leaks we've gotten that not hearing about the letters sounds unlikely, but the leaks we are getting seem to be coming from Fitzy's direction. His people may not leak about target letters being sent, and I doubt the recipients would shout it from the rooftops if they recieved them either.

8. I would guess
that it is polite to let the lawyers for the suspects get a heads up when indictments are coming down, especially since we are dealing with such high level officials.
